国家质量基础设施研究综述

摘要
作为政府治理的手段、科技创新的刚需和产业发展的标配，标准化在优化区域营商环境中的作用重大。本文以肇庆为例，从标准化治理逻辑出发，探讨标准化治理与营商环境优化间的内在逻辑，以此梳理肇庆市营商环境优化中标准化治理的显著成效。并以新发展理念为脉络，提出肇庆营商环境优化中标准化治理的发展路径。
本文针对标准化科研课题论证中的有关情况和标准化文献中标准化对象定义的现状，分析了研究标准化对象概念的意义，探索性地辨析、提出了标准化对象的定义及识别标准化对象的方法。
国家质量基础设施（NQI）概念自2002年被提出后，国内外学者或机构对NQI领域理论与实践问题进行了广泛探索，目前的研究仍在不断扩展和延伸中。NQI服务于国民经济各领域，在推动产业结构升级、促进科技创新、改善民生福祉及维护国家利益等方面发挥了战略性基础作用。国内在NQI领域研究方面起步较晚，相关理论研究尚未成熟，实践应用层面有待提升，理清国内外NQI发展现状，总结NQI发展经验，对于促进国内NQI研究和实践的进一步深入和建设质量强国兼具理论与现实意义。
